The math does not close at 100% coverage
GBTA research puts the cost of investigating and correcting an erroneous report at $52 and 18 minutes, and finds roughly 19% of reports contain errors or out-of-policy items. A 600-person company filing 900 reports a month would need about 51 hours of correction work monthly at that error rate, before anyone reads the 81% of reports that were fine. Sampling is the rational response, and sampling is where leakage hides.
