How Meridian Federal Systems segregated $61,370 in unallowable travel costs before its incurred cost submission

Meridian performs cost-plus and time-and-materials work for Army and Air Force program offices. Its travel vouchers are subject to FAR 31.205-46 per diem limits and DCAA review, and a single expressly unallowable cost left in an indirect pool can trigger penalties under FAR 42.709.

The challenge

Meridian's engineers travel to Huntsville, Colorado Springs, San Diego and Fort Meade for program reviews and test events. Lodging and M&IE are allowable only up to the GSA per diem rate for the location under FAR 31.205-46(a)(2), airfare above the lowest customary standard coach fare needs a documented justification under 31.205-46(b), and alcohol and entertainment are expressly unallowable under FAR 31.205-51 and 31.205-14.

The contracts team reviewed roughly 15% of vouchers by hand, mostly the large ones. Small items slipped through: a $14 beer on a team dinner in San Diego, a $46 golf simulator outing logged as "team building", a lodging night at $189 in a city where the cap was $140. Each one is minor until DCAA samples it and asks how the contractor screens for unallowable costs at all.

Segregation was manual too. When reviewers did catch an unallowable line, they emailed the traveller, waited, and then asked the cost accounting team to post a reclass entry in Costpoint. The trail lived across inboxes, which made it hard to show auditors a consistent, documented control.

How they rolled out Phyto Nex AI

Meridian connected Concur and the Citi commercial card feed read-only and mapped Phyto Nex AI's GL output to its Costpoint chart of accounts, including dedicated unallowable accounts for each indirect pool. Phyto Nex AI syncs the GSA CONUS, JTR OCONUS and State Department foreign per diem tables, and applies the rate for the voucher's TDY location and travel dates, including the 75% M&IE rule for first and last days.

The DCAA module classifies each folio and receipt line as allowable, unallowable or needs-justification, with the FAR citation attached. Alcohol is separated even when it is buried inside a single restaurant total, using line-item OCR on the itemized check. Lodging above the locality cap is split so the allowable portion stays on the charge code and the excess goes to the unallowable account.

When a voucher needs a justification, such as a lodging exception during a conference block, the Teams agent asks the traveller for the specific documentation FAR 31.205-46(a)(7) expects: date and location, purpose of the trip, and the traveller's name and relationship to the company. The contracts team approves every message and every reclass before anything posts.

The results

In the first fiscal year, Phyto Nex AI screened every travel voucher and segregated $61,370 in unallowable costs before they reached an indirect rate pool: $22,840 in lodging above per diem, $17,215 in alcohol, $13,960 in entertainment and $7,355 in airfare upgrades without justification.

Average voucher close time dropped from 11.7 to 4.1 days because travellers now answer a specific, clause-cited question instead of a vague email. The contracts team reduced manual voucher review from about 18 hours a week to 4.8.

During the most recent incurred cost audit, DCAA sampled travel transactions across three pools and questioned none. Meridian provided the Phyto Nex AI audit log as evidence of its screening control, alongside the Costpoint reclass entries that traced back to each flagged line.

$61,370 segregated pre-ICS
“DCAA doesn't ask whether you caught the big items. They ask how you know you caught the small ones. Being able to show a screening log for every voucher, with the FAR cite on each segregated line, changed that conversation.”

Gregory Ashworth, Director of Contracts and Compliance, Meridian Federal Systems
