Building a T&E policy for remote and distributed teams

Home office stipends, co-working passes, regional per diems and offsite travel: how to write T&E policy clauses for a team that has no single office.

What breaks when there is no office

Most T&E policies were written for a company with a headquarters, a commuting workforce and occasional trips to customers. Remote and distributed teams break those assumptions. The biggest spend is no longer client travel but home setup, co-working and a few expensive offsites each year.

Policies that simply bolt a stipend onto an old travel policy tend to produce two problems: taxable payments that the company thought were tax-free, and offsite budgets that drift because nobody owns the rules. Both are fixable with a few deliberate clauses.

Home office stipends and the accountable plan question

A flat monthly stipend paid without receipts is a payment under a nonaccountable plan. It is wages, reported on the W-2 and subject to income tax withholding and FICA. That is a valid choice, but it should be a deliberate one, because employees often assume a stipend is tax-free.

The alternative is to reimburse substantiated costs under an accountable plan: the employee submits the internet bill or equipment receipt, the expense has a business connection, and any advance in excess is returned. This keeps the payment out of wages, but it means AP reviews receipts every month.

Since the Tax Cuts and Jobs Act suspended miscellaneous itemized deductions, most W-2 employees cannot deduct unreimbursed home office costs themselves. If the company does not reimburse, the cost lands on the employee with no tax relief, which makes the policy design choice more consequential than it used to be.

Co-working and day passes

Co-working spend is easy to control if you separate occasional day passes from standing memberships. Day passes work well as normal reimbursable expenses with a receipt and a short business purpose, such as a client call that needed a quiet room.

Monthly memberships should require pre-approval and a named cost center. Lumen Harbor Software, a 140-person company spread across six countries, found that 23 employees held memberships averaging $318.75 a month, while badge data showed nine of them used the space fewer than four days a month. Switching those nine to day passes saved about $2,186 a month net of day passes.

Regional per diems for a team spread across cities

A single company-wide meal limit is unfair to a distributed team. A $64.50 dinner cap is generous in some cities and tight in others. Locality-based rates are the cleanest fix: use the IRS and GSA per diem tables for US destinations and the State Department rates for foreign travel, or set company rates as a fixed percentage of them.

For non-US employees, remember that VAT reclaim in the UK and the EU depends on a valid VAT invoice, not just a card slip. If your distributed team includes contractors or employees in those countries, the receipt requirement in your policy should say so explicitly.

Travel to offsites

Offsites are where distributed-team T&E concentrates. Lumen Harbor's spring offsite in Lisbon brought 38 people together for three nights. Hotel rooms were paid directly from a group block, flights were booked through the company travel agency, and breakfast and lunch were provided every day plus two of the three dinners.

The policy mistake to avoid is paying a full meal per diem on top of provided meals. Lumen Harbor's policy reduces the daily meal allowance for each provided meal, so attendees claimed only one dinner and incidentals. Treat travel from an employee's home city to the offsite as business travel under the normal travel rules, and confirm unusual tax home situations with your tax advisor.

A clause set to start from

These clauses cover the cases that generate the most questions on distributed teams. Adapt the amounts to your own cost structure. Phyto Nex AI can load each one as a separate rule so a flagged item cites the exact clause, with finance approving any message that goes to the employee.

Publish the clauses where remote employees will actually find them, ideally linked from the expense tool itself. Review them every six months for the first year, because distributed teams change shape quickly and a clause written for 40 people rarely survives contact with 140.

  • Home office: reimburse substantiated internet up to a monthly cap, business portion only
  • Equipment: one-time setup allowance with receipts; items above a set value remain company property
  • Co-working: day passes reimbursable with receipt; memberships require pre-approval
  • Meals on travel: locality-based limits, reduced for each provided meal
  • Offsites: lodging and airfare booked centrally; no out-of-pocket hotel claims
  • Receipts: valid VAT invoice required where VAT can be reclaimed
