Hotel minibar and in-room incidentals
Reads every line of a hotel folio and flags minibar, in-room movies, spa and other incidentals that sit outside the nightly room rate and taxes your policy covers.

The folio covers three nights at a room rate within Halvorsen's Chicago lodging cap, but lines 14, 19 and 22 post minibar charges of $38.50, $27.00 and $41.75, and line 23 posts an in-room movie at $19.99. Together that is $127.24 of incidentals inside the $1,184.62 claimed against the corporate card. No line was marked personal in the report, and the trip notes list no client meeting at the hotel.

Why this rule exists
A hotel folio usually arrives as one card charge. The employee submits the total, the approver sees a hotel name and a plausible amount, and the minibar, the pay-per-view film and the late-night snack ride along inside it. GBTA research puts the average cost to process one expense report at $58, so nobody is paying a reviewer to open a six-page PDF and read every line.
The leakage is small per stay and large in aggregate. Mid-market analysis finds 6% to 10% of T&E spend falls outside policy, and folio incidentals are an easy place for it to hide because the parent charge looks entirely legitimate.
There is a substantiation angle too. Treas. Reg. § 1.274-5(c)(2)(iii) requires documentary evidence for any lodging expense regardless of amount, so the itemized folio should be in the report anyway. Once you have it, checking the lines costs nothing, and personal incidentals reimbursed without repayment drift toward taxable wages instead of accountable plan reimbursements.
Detection logic
The steps the audit engine runs, in order, on every submitted line.
- 01
Parse the itemized folio PDF or email into dated line items, keeping the hotel's own posting codes and descriptions such as 'MINIBAR', 'IN-ROOM DINING', 'MOVIE', 'SPA' and 'LAUNDRY' alongside each amount and posting date.
- 02
Match the folio to the card transaction using the merchant name, an MCC of 7011 or the 3501-3999 hotel chain range, a check-out date within two days, and a total within a $1.00 tolerance for currency rounding.
- 03
Classify each line against a lodging taxonomy: room rate, occupancy and tourism taxes, resort or destination fees, internet, parking, meals and incidentals. Unrecognized descriptions go to a reviewer queue rather than being guessed.
- 04
Flag lines in categories your policy excludes, by default minibar, in-room entertainment, spa, gym day passes and personal laundry on trips under five nights. Room service is handed to the meal rules instead of this one.
- 05
Compare flagged amounts to what the employee itemized. If the employee already split out the minibar as personal, the rule clears; if the full folio total was claimed, the difference becomes the finding.
- 06
Record the folio line numbers, descriptions and amounts on the finding, so the approver and the employee see exactly which charges are in question without opening the PDF themselves.

Hi Rohit, thanks for getting your Chicago trip in so quickly. While checking The Langham folio I noticed $127.24 in minibar and in-room movie charges (folio lines 14, 19, 22 and 23) included in the room total. Section 4.2 of the Travel Policy covers the room rate, taxes and internet, and treats minibar and in-room entertainment as personal. Could you pick whichever fits: mark those lines as personal and finance will send repayment details, upload an itemized receipt if anything was miscoded, or add business context if any of it was for a client? Happy to help if something looks off.
Tuning tips
- Extend the stay threshold if your policy allows personal laundry on longer trips. Many teams exempt laundry after five consecutive nights, and the rule reads the night count straight from the folio arrival and departure dates.
- Add the hotel's own posting codes when a chain uses unusual descriptions. Some properties post minibar as 'HONOR BAR' or 'PANTRY', and adding those strings to the mapping removes recurring misses.
- Set a small-amount floor, such as ignoring incidentals under $5.00 in total per stay, if your team prefers not to chase bottled water. The floor is printed on every finding so auditors can see it.
- Exempt client-hosted suites or event blocks by cost center or project code, since minibar consumption during a hosted client session belongs under the meals and entertainment rules instead.
- For UK and EU stays, keep the VAT invoice request switched on. A valid VAT invoice is needed for reclaim, and the same itemized document is what this rule reads line by line.
