Preferred vendor not used
Flags hotel, airline and car rental bookings made outside negotiated preferred vendors when a contracted option was available, so negotiated rates and volume commitments are actually used.

Ines stayed three nights at Hotel Zetta at $328.40 a night before taxes. Sundara's preferred program includes a Hyatt property 0.6 miles from the client's office with a negotiated rate of $249.00 for the same dates, and the travel tool showed availability at booking time. The booking was made directly on the hotel's website, outside the travel tool, so it also did not appear in traveler tracking.

Why this rule exists
Preferred vendor agreements are a promise in both directions. The company commits to send a share of its room nights or flights to a hotel chain or airline, and the vendor gives a discount and sometimes waived fees. When travelers book elsewhere, the company pays a higher rate on that trip and slowly loses the volume that justified the contract in the first place.
There is no statute behind this rule, and it is rightly low severity. A traveler who books a cheaper independent hotel next to the client site may be doing exactly what the company wants. The point is visibility: procurement needs to know when and why bookings leak, so the next negotiation reflects reality.
It also connects to broader policy spend. Mid-market analysis finds 6% to 10% of T&E spend falls outside policy, and leakage from negotiated programs is a quiet part of that because each individual booking looks reasonable. A short, friendly note that names the preferred option is usually enough to change the next booking.
Detection logic
The steps the audit engine runs, in order, on every submitted line.
- 01
Load the preferred vendor list with negotiated rates, covered cities and effective dates, including hotel properties, airline routes and car rental brands, from your travel management company or procurement records.
- 02
Normalize the merchant on each lodging, airline and car rental charge, using MCC 3501-3999 and 7011 for hotels, 3000-3299 and 4511 for airlines, and 3351-3441 and 7512 for car rental, then resolve brand and property.
- 03
Check whether a preferred vendor covered the destination and dates. A preferred hotel within five miles of the trip's meeting address, or a preferred carrier on the route, counts as available.
- 04
Compare the paid nightly rate or fare to the negotiated rate. If the non-preferred booking was cheaper by more than the configured margin, the rule clears and records the saving instead.
- 05
Read the booking channel. Bookings made outside the travel tool are noted separately, since they also miss duty-of-care tracking and the travel management company's unused ticket credits.
- 06
Report leakage by vendor, city and department each month, so procurement sees where the preferred program is not working rather than only a list of individual findings.

Hi Ines, thanks for your San Francisco expenses. Just a heads up for next time: Section 2.4 of the Travel Policy asks us to use preferred hotels when one is close by, and the Hyatt near the client's office had our negotiated rate available for your dates. Nothing is needed for this stay unless there was a reason, such as a sold-out block or a client request, in which case you can add that context here. You can also upload the itemized receipt if the rate differs, or mark any line as personal. Thank you!
Tuning tips
- Set the distance radius per city. Five miles works in most metros, but dense cities such as Manhattan or central London often need one mile to reflect a reasonable commute to the meeting.
- Allow a savings margin so travelers who find a cheaper non-preferred rate are cleared, for example when the paid rate is at least 10% below the negotiated rate including taxes and fees.
- Exempt client-designated hotels and conference blocks by reading the event registration or a booking note, since those bookings are often required by the organizer rather than chosen by the traveler.
- Run the rule in report-only mode for the first quarter after a new contract starts, so procurement sees adoption trends before travelers receive any messages about it.
Basis
Company policy. There is no statutory requirement behind this rule, so thresholds are entirely yours to set.
